The clock gives you four seconds WITHOUT any new ice cubes.
To go one level up you must complete the number of lines for the level you are on.

When you have finished playing two levels there is a bonus level where the object is to remove all the ice cubes. There is no timer and no new ice cubes appear. On the other hand this can require putting your thinking cap on. If you complete one bonus level, tokens are awarded to your account.
